Changes to Federal Pandemic Support Programs

Programs Ending


The following programs ended as scheduled on October 23, 2021

  • Canada Emergency Wage Subsidy (“CEWS”)
  • Canada Emergency Rent Subsidy (“CERS”)
  • Canada Recovery Benefit (“CRB”)

Programs Extended


The following programs have all been extended to May 7, 2022

  • Canada Recovery Hiring Program (“CRHP”) – Extended with an increase in the subsidy rate to 50%
  • Canada Recovery Caregiving Benefit (“CRCB”) – Extended with an increase in the maximum duration from 4 to 6 weeks
  • Canada Recovery Sickness Benefit (“CRSB”) – Extended with an increase in the maximum duration from 42 to 44 weeks

New Programs


  • Tourism and Hospitality Recovery Program (“THRP”) – Provides a wage and rent subsidy to hotels, tour operators, travel agencies, and restaurants, with a subsidy rate of up to 75%
  • Hardest-Hit Business Recovery Program (“HHBRP”) – Provides a wage and rent subsidy to other businesses with a subsidy rate of up to 50%

Both programs will require an average revenue decline of 40% (for THRP) or 50% (for HHBRB) over the first 13 qualifying periods of CEWS in addition to a current month revenue decline of at least 40% (for THRP) or 50% (for HHBRB)

  • Lockdown Support – if a business is subject to a public health restriction that results in at least a 25% reduction in revenue, then the business will be eligible for the THRP (regardless of what their industry is), they will get an additional 25% flat subsidy rate, and will not have to meet the 13 qualifying period revenue test
